    Content analysis in public policy studies application A case study of China's cultivated land requisition-compensation balance policy

    • Currently, the mothod of content analysis as 野black box technology冶has been widely used in the analysis of the evolution of long-period policies. Its advantage lies in the integrated use of quantitative and qualitative analysis methods that can measure the nature of policy texts on the keywords, issues and trends. This paper "scanned" China's Cultivated Land Requisition- Compensation Balance Policy texts on three dimensions, respectively from vertical hierarchy, horizontal composition and established time to built up a pedigree of policy system, and analyzed the policy number, type and characteristics. Then, this paper conducted text coding and keywords statistics on the policies. Finally, from the total frequency, frequency sorting and frequency changes, this paper analyzed the data system and provided realistic basis for policy making.
