Discussion on the current agricultural science and technology program management system

Low R&D efficiency, poor innovation ability and uncoordinated plan are the main features of current China's agricultural science and technology management system. The reason is that evaluation on science research lay too much stress on the possession of resources, despise the contribution of the researchers, loosen the project management and so on. This paper proposed that we should evaluate the performance of R&D critically, strengthen project management to reduce the rent -seeking activities and improve the economic performance of investment in agricultural science and technology.
