Talents Transmission and Spread of Science and Technology to the Countryside to Provide Scientific and Technological Support for Poverty Alleviation and Rural Revitalization—Exploration and Practice of Rural Science and Technology Commissioners of Guangdong Academy of Agricultural Sciences

The system of science and technology commissioners originates from the innovation of rural work mechanism at the grass-roots level and is an important practice of driving rural revitalization and development through scientific and technological innovation. Over the past 20 years, under the strong impetus of the Party and the state, science and technology commissioner system has gradually developed into a powerful support for China to achieve poverty alleviation and promote rural development. As the main force of Guangdong agricultural science and technology innovation and to the service of“agriculture, rural areas and farmers”, Guangdong Academy of Agricultural Sciences adheres to the agricultural and rural demands as orientation, and focuses on the organization and leadership, mechanism improvement, accurate personnel selection, precise docking, project promotion, media publicity and other aspects to do well in the work of rural science and technology special commissioners, providing strong scientific and technological support for poverty alleviation and rural revitalization. However, the work of rural science and technology commissioner is still facing some prominent problems, such as the lack of working ability to serve the rural industry, the lack of stable financial support and long-term mechanism, and the weak foundation of rural innovation and entrepreneurship. In view of the above problems, this paper puts forward some countermeasures and suggestions, such as further consolidating and promoting the“academy-locality cooperation”mode, strengthening the financial support for the operation of the science and technology commissioner system, strengthening the skills training of serving“agriculture, rural areas and farmers”, improving the quality of rural science and technology special commissioners, and strengthening the integrated innovation of technologies applicable for agriculture and rural areas, so as to provide relevant experience and reference for further promoting the work of science and technology commissioners.
