Subsidy efficiency analysis on banana windstorm insurance in Hainan

In order to improve use efficiency of fiscal funds，it is necessary to study subsidy efficiency of banana windstorm insurance in Hainan under the background of new insurance clause. By using contingent valuation method，this paper got banana farmers’ willingness to pay for banana windstorm insurance in three banana windstorm insurance pilot areas：Chengmai County，Ledong County and Dongfang City in Hainan Province，and studied the subsidy efficiency of policy banana windstorm insurance by welfare economics method，and calculated welfare changes in the case of subsidy proportion from 0% to 20%，30%，40%，50%，60%，70%，80% and 100%. The results showed that government subsidy for banana windstorm insurance accorded with efficiency principle，when premium subsidy was 100%，cost net benefit multiples for Chengmai County，Ledong County and Dongfang City were 0.34，0.17 and 0.22，which were efficient compared with no subsidy；subsidy efficiency of banana windstorm insurance was different under different regions and subsidy rates ；subsidy efficiency of banana windstorm insurance was negatively correlated with subsidy rate. In addition，this paper put forward suggestions to improve subsidy efficiency of banana windstorm insurance.
