Abstract: Our society is in the transformation from binary structure of urban and rural areas to urban -rural coordination at the present stage. The innovation of rural grassroots social management should go in the quest of constructing rural community instead of sticking to the traditional administrative village system. In the approach of constructing rural community to push forward the innovation of rural grassroots social management, it would best to expand the depth of reform and straighten out the relationship of the system of social management; to increase government investment and improve the public service in rural community; to enrich the cultural life and help the peasants to shape the citizen consciousness; to regular the community organizations and develop the autonomy level of community citizens.
