基于经济发展视角的农村集体建设用地流转潜力测算———以重庆市为例

    Circulation potential of rural collective construction land based on the view of economic development A case study of Chongqing city

    • 摘要: 农村集体建设用地流转有利于提高农村土地利用率,增加建设用地存量,也是推动城乡土地市场一体化的重要途径。流转潜力测算是量化农村集体建设用地流转数量、合理安排建设用地指标的重要依据。针对现有测算模型中未考虑经济发展速度差异、保障性预留比例区域特征不明显等现象,运用经济分析和手段建立农村集体建设用地流转的潜力测算模型。并以重庆为例,以2011 年为基期年,对重庆市各区县2020 年相关修正指标数据进行预测。并根据复垦修正系数确定保障性建设用地比例,对重庆市农村集体建设用地流转的现实潜力加以测算。结果表明院(1)重庆市到2020 年农村集体建设用地流转现实潜力达到19 800.48 hm2,流转区域差异明显,主要分布在渝西经济走廊在内的一小时经济圈;(2)通过对流转潜力计算模型的改进,使得土地流转潜力总量和各区县分布和顺序更加精确,对于提高农村集体建设用地流转的潜力计算精度具有积极意义。

       

      Abstract: The rural collective construction land transfer is benefit for improving land use rate and increasing construction land stock. It爷s also a significant method to promote the integration of urban and rural land market. The transfer potential measurement is important basis that can quantify the transfer amount of rural collective construction land and arrange construction land indicate properly. Due to the existing calculation model do not consider the differences of economic develop speed and no typical characteristics of protective reserved area, this article used economic analysis and methods to build the potential measurement model of rural collective construction land transfer. Then taking Chongqing as a example and 2011 as the base year, authors predicted relevant modified index data of all counties in Chongqing of 2020 and identified protective construction land ratio according to reclamation correction factor. In this way it could measure the real potential of Chongqing rural collective construction land transfer. The results show that:(1)Chongqing rural collective construction land can reach 19 800.48 hm2 in 2020 and has obvious differences among the counties, those differences exist in one-hour economic circle including Yuxi economic corridor. (2) The update of transfer potential calculation model makes the total amount of land transfer and the distribution order of all counties more accurate, this has a positive significance for improving the accuracy of potential calculation of rural collective construction land.
