Abstract: Before the scale of operation, grain farmers belong to the lowest income group, their hard works don't guarantee food security and economic security of their own. If they leave the food production industry, their food security and economic security level will be improved. While national food security will be inconsistent with food security and economic security interests of grain farmers. To solve the inconsistent phenomenon, we need to cultivate new agricultural management subject, achieve the scale of operation, reduce the cost, greatly improve the income of grain farmers, make grain farmers as a respectable occupation, let agriculture become good industry. Thus, national food security will be consistent with food security and economic security interests of grain farmers. At the same time, we should explore the reformation of farmland property system, strengthen the value of land as property and function, enhance the attractiveness of cultivated land, and encourage more competitive employees to safeguard the national food security.
