Abstract: The defects rural public service system are the basic cause of rural public service supply problems. In order to solve these problems and meet the increasingly diversified and personalized needs of the majority farmers, we must reform the rural public service system. In this regard, cooperative governance theory provides a new perspective and analytical framework for reform. From the cooperative governance idea, this paper constructs the basic framework of the rural public service system of multiple cooperative mode, and puts forward countermeasures and suggestions including clearly defining responsibilities of the multi-suppliers, expanding multi-financing channels, creating a favorable macroeconomic environment for multi-suppliers, formulating related rules and system for the multiple suppliers爷cooperative supply behavior.
