Abstract: With the continuous development of Changsha city “Resource-Saving and Environment-Friendly Society”construction, how to accurately carries on the scientific evaluation has become a hotspot of current research. The paper studied the content of“Resource-Saving and Environment-Friendly Society”with the guidance of ecological garden city theory, constructed a set evaluation index system of “Resource-Saving and Environment-Friendly Society”, including 4 first grade indexes, 11 second grade indexes and 33 third grade indexes on the comprehensive index method for evaluation, which might be important as theoretical basis and reference for “Resource-Saving and Environment-Friendly Society”construction in Changsha gity.
