大中型水利工程影响下区域耕地社会稳定价值变化

    Changes of region farmland social stability value under the influence of the large and medium-sized water conservancy project

    • 摘要: 依据重庆南川金佛山水利工程、渝北观音洞水利工程、长寿龙门桥水利工程可行性研究报告有关数据,采用替代法、影子价格法等研究方法,研究大中型水利工程建成后区域耕地社会稳定价值的变化。研究结果显示:以农业灌溉为主要供水功能的水利工程所在区域社会稳定价值发生增加,南川区和渝北区分别增加26203万、4306 万元;以城市及工业供水为主要功能的水利工程所在区域社会稳定价值减少,长寿区耕地社会稳定价值减少322 万元。新增灌溉农地面积越大,灌溉效益越高,区域耕地社会稳定价值增加越多。耕地社会稳定价值作为耕地价值的重要组成部分,应作为工程项目社会效益的一项重要指标进行社会评价,进而促进水利工程用地的节约集约利用。

       

      Abstract: According to the data of Nanchuan Jinfoshan, Yubei Guanyindong, Changshou Longmenqiao water conservancy project’s feasibility study report, with substitution method and shadow price law, the paper researched the variation of regional social stability value after their completion. The results showed that the social stability value of region, in which the water resources project supply for the agricultural irrigation had increased, and Nanchuan district and Yubei district had grown to 262.03 million Yuan and 43.07 million Yuan respectively. Conversely, the social stability value of region, in which the water resources project supply for the urban and industry had reduced, and the social stability value of Changshou district had decreased to 3.22 million Yuan. The bigger the additional irrigation farmland area was, the more the social stability value of cultivated land increased. As one of the important composition of the cultivated land value,the social stability value of cultivated land should be an important indicator for social evaluation, thereby contributing to promote the saving and intensive use of water conservancy project land.
