Abstract: Ecological compensation is an important mean to achieve social fairness and justice, to promote the coordinated development of all regions, and ecological environment in harmony. In order to effectively solve the problem of Wei river basin resources protection and regional economic coordinated development, from the perspective of the whole basin, especially regard the several three provinces of Wei river basins as a whole, the author tried to build an integrated and comprehensive system of river basin ecological compensation legal norms, which tried to establish shared-interest compensation system, promote the government, enterprises and citizens interactive collaborative governance, achieve basin-wide social, economic and environmental sustainable development.
