广东南药产业发展现状、存在问题与“十五五”展望

    Current Situation, Problem of Southern Medicinal Herbs Industry in Guangdong and the Prospects for the 15th Five-Year Plan

    • 摘要: 为应对广东省南药产业向高质量发展转型的关键需求,本文系统梳理其发展现状,深入剖析面临的关键问题及其深层成因,并对“十五五”时期高质量发展路径进行前瞻性谋划。基于文献调研、政策分析和广东省现代农业产业技术体系创新团队(南药)的调查数据,运用定量与定性相结合的方法,重点从种质资源、种类结构与规模、产业集群与区域分布、全产业链与品牌4个维度分析产业现状,并首次对南药全产业链结构、价值传导、市场供需与竞争格局展开分析。研究表明,广东省南药资源基础雄厚,中药资源达4 692种,南药种植面积约28万hm2,已形成一二三产协同的全产业链格局; 但产业价值传导呈现“中间强、两端弱”特征,加工环节占据主要价值,农业端议价能力偏弱,叠加市场竞争与耕地“非粮化”政策约束,产业在种质保护、规范化种植、区域布局与三产融合等方面仍面临结构性制约。这些问题的根源并非单一成本因素,而在于小农经营与现代标准化制度的摩擦、市场价格信号与区划指导的错配,以及产业链利益分配机制的失衡。面向“十五五”,建议围绕上述具体问题,从科学规划布局、种业振兴、生态种植转型、GAP标准化、三产融合与品牌集群6个维度协同发力,加快构建更具韧性和竞争力的现代南药产业体系,为全国中药材高质量发展提供“广东范式”。

       

      Abstract: To address the critical need for the high-quality transformation of the southern medicinal herbs (Nanyao) industry in Guangdong Province, this study systematically reviews its development status, analyzes the underlying causes of its key problems, and forecasts high-quality development pathways for the "15th Five-Year Plan" period. Based on literature research, policy analysis and survey data from the Guangdong Province modern agricultural industry technology system innovation team (Nanyao) for Southern medicinal materials, and using a combination of quantitative and qualitative methods, the study analyzes the current situation from four dimensions—germplasm resources, type structure and scale, industrial clusters and regional distribution, and the entire industrial chain and brands—and, for the first time, conducts a dedicated analysis of the industrial chain structure, value transmission, market supply-demand and competition. The results show that Guangdong possesses solid resources, with 4 692 medicinal resource species and a Nanyao cultivation area of about 280 000 hm2, and has formed an integrated industrial chain across the primary, secondary and tertiary sectors. However, value transmission is characterized by "strong in the middle and weak at both ends", with the processing sector capturing most of the value and the agricultural end holding weak bargaining power; combined with the competition of medicinal materials and the "non-grain" policy constraints on cultivated land, the industry still faces structural constraints in germplasm protection, standardized cultivation, regional layout and tri-industry integration. The roots of these problems lie not in a single cost factor, but in the friction between smallholder operation and modern standardization systems, the mismatch between market price signals and zoning guidance, and the imbalance of the value-distribution mechanism along the chain. For the "15th Five-Year Plan", it is suggested to work synergistically along six dimensions—scientific planning and layout, seed industry revitalization, ecological planting transformation, Good Agricultural Practice (GAP) for Chinese Herbal Medicines standardization, tri-industry integration and brand clustering—to accelerate the construction of a more resilient and competitive modern Nanyao industry system and provide a "Guangdong Paradigm" for the high-quality development of Chinese medicinal materials nationwide.
