广东旱粮产业发展现状、瓶颈与高质量发展路径研究

    Research on Current Situation, Bottlenecks and Development Paths of Dry Grain Industry in Guangdong

    • 摘要: 为缓解华南地区耕地资源紧约束、夯实区域粮食安全基础,本文基于2015—2024年广东省产业统计与定点调研数据,系统考察甘薯、玉米、马铃薯三大旱粮的发展特征与优化路径。研究结果显示,2015—2024年,广东旱粮产业总体规模稳步扩张但品类走势显著分化,全省旱粮种植面积、总产量、单产分别由2015年的34.04万hm2、157.66万t、4 631.6 kg/hm2提高至2024年的35.49万hm2、177.30万t、4 996.2 kg/hm2。其中,甘薯种植面积、产量、单产同步提升,发展最为稳健;玉米单产增幅突出,呈量效协同特征;马铃薯受政策供给不足与比较效益偏低双重挤压,种植面积与产量持续回落,是制约均衡发展的主要短板。广东三大旱粮生产空间集聚格局清晰,甘薯主产区集中于粤西、粤东地区,两地甘薯种植面积约占全省的65%;玉米以粤西为核心产区;马铃薯主要聚集于珠三角西部。但广东旱粮产业全链协同短板依然突出,表现为市场价格波动风险加剧、加工储运能力不足、科技成果转化偏弱以及经营主体组织化和社会化服务水平不高。对此,提出以产销大数据监测预警、加工储运与品牌双链协同、种业农机绿色生产协同创新及省级多部门联动保障为核心的实施路径,以期优化资源配置,增强区域粮食安全保障能力,为华南旱粮产业提质增效提供实证依据。

       

      Abstract: To alleviate the tight constraints on land resources in South China and lay a solid foundation for regional food security, based on the industrial statistics and targeted research data of Guangdong Province, this paper systematically examines the development characteristics and optimization paths of the three major dry grains - sweet potatoes, corn, and potatoes from 2015 to 2024. The research findings are as follows, the scale of the industry has steadily expanded, but the trends of different categories have significantly diverged. The planting area, total output, and yield per unit area of dry grains have increased from 34.04×104 hm2, 157.66×104 t, and 4 631.6 kg/hm2 in 2015 to 35.49×104 hm2, 177.30×104 t, and 4 996.2 kg/hm2 in 2024 respectively. Among them, the planting area, output, and per unit yield of sweet potatoes have simultaneously improved, and the development is the most stable; the yield of corn has shown a prominent increase, presenting a feature of quantity and efficiency coordination; potatoes have been under pressure from insufficient policy supply and relatively low comparative benefits, and their planting area and output have continued to decline, which is the main bottleneck restricting balanced development. The production spatial clustering pattern of the three major dry grain industries in Guangdong is clear. The main production areas of sweet potatoes are concentrated in the western and eastern regions of Guangdong Province, which account for about 65% of the total in Guangdong. Corn is centered in the western region of Guangdong Province, and potatoes are mainly concentrated in the western part of the Pearl River Delta. The shortcomings of the full industrial chain collaboration remain prominent, manifested as increased risks of price fluctuations in the market, insufficient processing, storage and transportation capabilities, weak commercialization of scientific and technological achievements, and low levels of organization and socialization services of business entities. To address this, a implementation path centered on monitoring and early warning of production and sales big data, dual-chain collaboration of processing, storage and transportation and brand, collaborative innovation in green production of seed industry and agricultural machinery, and multi-departmental provincial-level linkage guarantee is proposed, with the aim of optimizing resource allocation, enhancing regional food security capacity, and providing empirical evidence for the improvement and efficiency enhancement of the South China dry grain industry.
