广东油料作物产业发展现状与对策建议

    Current Situation and Countermeasures of Oil Crop Industry in Guangdong

    • 摘要: 2026年中央一号文件强调提升大豆产能,拓展油菜、花生、油茶等生产空间,扩大油料多元化供给,本文旨在提升广东油料作物产业的竞争力,实现全省油料产业的高质量发展,这对保障我国油料作物供给和食用油生产具有重要意义。本文分析了广东油料作物生产情况、成本收益、机械化与加工水平、政策支持等现状,结果表明:(1)广东是油料作物生产大省,其中全省花生播种面积稳居全国第三。花生贡献了广东油料作物播种面积增长的50%,粤西、粤北山区花生产量占全省七成。(2)广东油料作物生产有待进一步提升,广东花生产值和净利润偏低、生产成本增长过快,相较于河南和山东,广东油料作物种植综合机械化程度较低。(3)广东是花生、大豆育种强省,同时积极探索绿色高产高效的耕作模式,食用油加工企业数量位居全国第一,积极开展油料作物多层次农业保险。本文还剖析了广东油料作物产业面临的挑战:一是空间提升受限,良种选育缓慢,新品种推广困难;种植效益偏低,人工与农资成本攀升;二是政策支持体系与农民对政策认知亟待提高;三是组织化程度低,产业链延伸不足;四是油料作物政策支持体系有待完善。最后,对广东油料作物产业发展提出政策建议:强化油料作物科技与装备支撑、创新油料产业的组织形式与价值链延伸、丰富油料产业财政金融等政策支持体系、推动产业空间集聚与现代化油料产业集群建设。

       

      Abstract: The No.1 Central document for 2026 emphasizes enhancing soybean production capacity, expanding the cultivation space for rapeseed, peanuts, Camellia oleifera, and other oil crops, and increasing the diversified supply of oilseeds. On this basis, how to further enhance the competitiveness of Guangdong's oilseed industry and achieve its high-quality development is of great significance for ensuring the supply of oil crops and the production of edible oil in China. This study analyzes the current situation of oil crop production, cost-benefit, mechanization and processing levels, and policy support in Guangdong Province. The results indicate that: (1) As a major producer of oil crops in China, Guangdong Province has maintained the third-largest peanut sown area in the country for years. Peanuts accounted for 50% of the increase in total sown area of oil crops in Guangdong Province, with western and northern regions contributing 70% of the province's total peanut production. (2) Oil crop production in Guangdong still requires substantial improvement, as peanut yields per mu and net profits remain relatively low, while production costs have risen excessively. Moreover, compared with Henan and Shandong Provinces, Guangdong exhibits a markedly lower level of comprehensive mechanization in oil crop cultivation. (3) Guangdong is a leading province in peanut and soybean breeding, and has been actively promoting "green, high-yield, and efficient" cropping systems. It ranks first nationwide in the number of edible oil processing enterprises and has been implementing multi-tier agricultural insurance schemes for oil crops. On this basis, the challenges faced by the oil industry in Guangdong Province were discussed as follows: Limited space promotion, slow selection and breeding of improved varieties, difficulty in promoting new varieties; The planting benefit is low, and the cost of labor and agricultural materials rises; Policy support system and farmers' awareness of policy need to be improved; Low degree of organization, insufficient extension of industrial chain; The construction of policy support system for oil crops needs to be improved. Accordingly, relevant policy suggestions were put forward for the development of oil industry in Guangdong Province: Strengthen the support of oil crop science and technology and equipment; Innovate the organizational forms and value chain extension of the oilseed industry; Enrich the financial and financial policy support system of the oil industry; Promote industrial spatial agglomeration and chain collaboration, and build modern oilseed industrial clusters.
